Growf ("Requirement")? Other than additional Gils whats easy to gets, requirements same for all three types houses. Is trickier to gets medium or large because of low supply and higher demand, but thats not involve "requirement".

If you want to go the route of buying an FC Medium/Large from another player, then the requirement is 500mil or 1bil+ respectively.

It's not against TOS, surprisingly. A couple years ago, people would write selling/buying contracts using in-game chat so there would be a record. Chat is how FFXIV uses evidence to ban people and people didn't get banned for buying/selling so... yeah. I am pretty sure using real money to buy something from another player is where it crosses the TOS boundary.
