I think its best that we should be able to use them even if you have to neft them to the synced lv to be fair play experience. It kinda sucks that we can't be able to use the skills we unlocked in lower lv duties.

TL;DR:
Either the newbie will feel weak because he doesn't have the skills someone else does or the veteran has to put in way too much effort to get the same result as someone pressing 1-2-3 in a Lv60 or below dungeon.

Furthermore certain skills literally cannot be scaled down for balance as their effect is either on or off (Hallowed Ground, Benediction, lifesteal effects in general existing) and the effort to develop such a system to make it balanced and scale dynamically for each player this late into the game's cycle will take an astronomical amount of developer time and resources to get this done for very little benefit and literally goes against what "syncing" was intended to do.
