Technically it would be possible if the new job is a different instance of Blue Mage.

Thematically, it could make some sense, if we do find the original Whalaqee Blue Mages and learn from there. But that could be a really distinct aesthetic approach, because the whole mask iconography, monikers and dandy outfit are all a Celestium fabrication to make Martyn and the WoL more 'marketable'. It seems that the only aesthetic thing that a potential 'New World BLU' has in common with the 'Celestium BLU' is the relevance of the color.

Still, very unlikely imo. But not gonna lie, it would be really weird to wait 3+ years for an update that would bring the job into the New World... Unless they decide that the Whalaqee lands are in a completely distinct area that is not yet accessible in Dawntrail (north maybe?).

There is a few other elements of whalaqee in there. But some of it can be "blink and you miss it".

The traditional Whalaqee cane/counting coup is actually the red one, Azulmagia, you get from beating Azulmagia. The rest are celestium. As in one of the few still shots you can see of the Whalaqee they are depicted as using that staff.

The Whalaqee Totems are distinctly from them and contain magic that can be valuable to the player. But more importantly tell you bits and details about the creatures that dwell in the new world.

Angel Whisper, the blue rez spell, is actually heresy. "The origin of this revitalizing spell is steeped in mystery, as it requires healing aether be amplified through a familiar that appears for all the world to be a messenger from the heavens─a concept soundly at odds with Whalaqee religious beliefs." And its one of the few spells you learn not from a monster or from a whalaqee totem.

The level 60 accessories are referred to as whalaqee. So a running theory I have had for awhile is that the accessories are more a blend of Whalaqee beliefs and the Celestium, that the animals depicted like fish or unicorn are sacred to them. But it is hard to say where the celestium starts and the whalaqee ends.

The level 80 armor is very different and seems to reflect more of a western vibe to it, like a wealthy bigshot or city slicker who owns a ranch. Which given how the Whalaqee are basically native americans, I think is more evident in the divide between commercialized vs traditional culture.

The other aspect that might get missed, was specifically involving ceruleum. Which is part of the ARR section of the blue mage quests. And what do we see in Dawntrail? A wild west styled boomtown that is mining ceruleum.
