Can we at least acknowledge that there's a huge difference between using an addon to change how your glam looks or add in a timer for your garden, versus allowing you to cheat at raids or a PvP event?

There is a huge difference but for SE it's the same thing.
For example there's a huge difference between naked mods and naked lalafell mods but for SE there is zero difference.
The community can't cherry pick what is and isn't okay when it's all equally covered against the ToS. Which is why we self police to mitigate the issues.
Ishgard Restoration had a similar problem with bots crafting their way to the top of the leaderboards. The very nature of this event and the fact that you HAVE to win 100 times (place 1st) to get the King Bean/Queen Bean title; and just the idea this might actually go away for a long while before coming back means people are going to feel the need to cheat.
This is how they wanted to design this event, so there shouldn't be any surprise that people would want to try and game the system; considering how difficult this can actually be for 'most' people.
I don't condone people cheating, but in the case of this event I understand the impulse.

99.99% chance probably a Titanman alt
No. Both are third-party tools and both are disallowed by the ToS.

I can believe that someone thinks mods like that are 'illegal'. I remember some people saying that using mods in Skyrim was cheating, even if the mods made the game significantly harder.
People are weird.
