If you haven’t finished Stormblood and have reached level 70+ you can’t do level 70 content anyway. The content you can do is tied to MSQ progress. The highest raids such player can unlock, even if they were in lvl 90 crafted Diachonos (640) gear are still only level 60 raids. You don’t grief anyone by not having lvl 70+ gear in that case. Level 60 gear with appropriate iLvl to run raids that can be at most lvl 60 should be sufficient. It has nothing to do with iLvl cheese where a player who was lvl 90 at the end of EW with various raids unlocked could strip down to get a quick CT.
In this game, both the content and the gear are locked behind MSQ progress so that “ super-easy-to-get lvl 70 tomegear” cannot be accessed before the end of Stormblood (at which time, they’ll probably already be level 80+ so locked out again).
It is now pretty much impossible to not over level these days and on preferred worlds it’s even worse.
In the meantime, one can be lvl 90 in full BiS 660 gear and only have CT unlocked. I’d rather team up with a lvl 90 who still hasn’t finished EW and is not in iLvl 565 gear but has all level <=80 raids unlocked + level 80 appropriate gear.
At this point if they tie roulette access strictly based on level regardless of MSQ progress, they should make the first set of tome gear of each expansion available in the 3 main cities once a player has reached the corresponding job level. Still, that makes every other gear you get just playing the game as you progress MSQ useless. Ideally they should have a check on MSQ progress on top of the job level one.
