    It sounds like you are missing the mentor status all together and need to obtain it by talking to the Smiths "Big green leaf symbol" should be in the 3 city states., Gridania's is by the inn.

    Before talking to the Smith, OP needs to complete the lvl 90 Magical range dps job quest as already explained.
