IMO, I would only increase Tome cap slightly, from 450-600 or something like that.

More importantly than simply reducing or increasing rates, I think they need to revise or make additions to the content streams that you can obtain BiS from. E.g., this could be Criterion savage dungeons. They really need to diversify more than just tomes and savage raids for gear IMO.
