They're seventeen, as of Encyclopedia Eorzea Volume 3. That's well beyond holding hands as a show of friendship age. The 5.4 Key artwork also has them interlocking their fingers. That is quite literally the romantic way to hold hands.





But we're literally talking about a scene that is an exact copy.
Their age doesn't matter. They are not at the same age from a social aspect. In terms of friendships, they are toddlers.

Ryne also said in a cutscene in game Gaia is the first friend she had that was near her age. We don't know the actual age of the twins at that point but Rynes line implies she's younger.

And the fact it's a copy of another scene doesn't confirm anything. They can take aspects of another game but changes things if they want.
