As a RDM main I have learned that any part of the target's hit box has to be within a certain arc in front of your character to successfully cast. You don't even have to look at the center of it's hit box, as long as a portion is within your character's "sight arc" the cast will go through. This is very useful for uptime on gaze mechanics since those use the "Center Point" of the enemy's hit box and your character's sight arc to determine if you get hit by the gaze mechanic.

Since you bring this up, I'm not sure about the specific sides of the hitbox, but the cone itself is definitely 90 degrees to either side. So as long as the center is not 'behind' your character, it definitely works. That said, I've seen some funny things like being in a hitbox, aiming away from a monster outright, and being able to cast, so it might be hitbox edges, but this seems very inconsistent in practice to me.

never tried cone before. I think I have the circular one with ignoring distance on. I might give it a try? Though, if I remember correctly, I didn't like it when I couldn't target things not within my character's sight (especially NPCs). This pertains to tab targeting on controller

I've found gaze attacks are the best time to use Phantom Flurry on BLU (cone attack, damage every second, and you're not allowed to move) for this very reason
