Yes 1.0 player characters still have it - any character originally created in 1.0 regardless of progress or level starts ARR with it if that character is transferred into ARR upon logging in for the first time (assuming a 1.0 player did not delete their character or 1.0 account) - it has no connection with getting the 'Legacy story' or the Legacy Campaign which are seperate things.
It can be made to appear and disappear at will by using the /lmark command, although it has bugged out on some players. I have it on my character myself, although a lot of gear it's hidden. But it's definetely still around (so if you see a player character with this mark, that shows they're from before the Calamity.).
Less known is retainers created in 1.0 and rehired in ARR also have the Legacy Mark, although this was never apparent until Retainer Ventures were brought in and you could change your retainer's gear appearence or glamour - putting them in gear where their upper back is exposed reveals the mark, although it's quite difficult to see due to how the camera works, it's there (I only discovered this when I dressed my old 1.0 retainer in starting female hyur equipment and saw the mark when I called her at a summoning bell).
