Oh I did. Not immediately after launch so I didn't get this fiasco...

( totally worth the watch cause Internet Historian does a fantastic job making his videos entertaining )
But when I did it was still very buggy AFTER the fixes. However I did like the changes to VATS mode since it makes sense with it being a multi-player. Made a pistol/VATS combo pretty fun to do...if you get the cards to do it.
So they changed how perks work and it has positives and negatives.
1. You don't get to choose your perks. You open a trading card pack and those are your perks. It happens every level or every other. I can't remember. Anyway depending on your SPECIAL stats you can allocated that many cards into a single stat.
2. You CAN however take cards out of a stat and replace it with another. This means you can on the fly respec your build with what the situation needs.
3. Some duplicate cards can be stacked on each other. Got one that decreases your hunger 10%? You can put in another if you have it.
4. If you never get the cards you want for a particular build....tough luck. Use what you have.
When you deal with human beings, never count on logic or consistency.
Fluid like water. Smooth like silk. Pepperoni like pizza.
