I think it's a bit of both. On one hand, Yoshi-P doesn't have unliateral control over finances and budget. On the other hand, there have been questionable decisions that are not related to budget, like dumbing down jobs and making content with no staying power.At that point I don't get why folks put the brunt of the blame on Yoshi P instead of SE itself. I'm a firm believer that guy wants the game to be the best it can but he doesn't get the funding needed to do this.
I also think this is why it seems he comes out as lying when he says they can't do something but then a year or so later it gets done. Could be possible at that time they didn't have the money/resources to. It's all murky really.
