No, that is the total amount of characters ever created. The majority of them either didn't continue playing the game, are bots, or level 1 alts that people didn't level, alts generally, or currently unsubscribed from the game.

But that number is relevant, because even if SE causes 100,000 of their current subscribers to unsubscribe, another 100,000 of those inactive characters could suddenly return to the game for a month to "replace" them.

The 20 million is a pool, and from it different people from this pool may be subscribed at any given month, aside from the people who just keep subscribed all year round like me.

MMO-Population was found to be bogus (they took the figure directly from the game's reddit follows which is not in any way a reflective statistic) and this caused it to say that games no longer running are still being played.

I don't know what Activeplayer is but given the only statistics we really have to go on are lodestone sweeps (Lucky Bancho and ffxivcensus), Steam charts or Square Enix's quarterly reports, it's unlikely they are reliable either.
