I don't know - in some cases, most obviously Reaper as you say, the job is - per the job quests - something of a 'lost art' that precious few practice, therefore I guess the game's lore doesn't really support the Grand Companies providing weapons for it.

Some of the jobs they do provide weapons for are restricted or outright illegal (white mage, black mage, dark knight), so lore isn't the reason. The Grand Companies' inventories just haven't been meaningfully updated in years.

White mages and black mages are limited, but conjurers and thaumaturges are not.

Likewise, dark knights are not the sole users of greatswords, or they wouldn't have one of the Heavens' Ward publicly wielding one.
