How is me leaving primal going to fix primals party finder issues if anything you should convince people to come back and put up party finders on primal. Convincing more people to leave isn't going to fix things on the datacenter.There is basically no party finder in primal, out of the mere 11 groups looking for a high end party on a Friday afternoon (SC ~ same time as this post) some of them have waited for over 30 minutes and barely managed 3 DPS. So if you like waiting for eternity to play your content and most of the time not all go ham though! Just saying, it's getting worse and being stubborn and not moving is making the fix take longer.
I would imagine the devs are pretty flabbergasted at the moment having watched the community so thoroughly shoot itself in the foot like this and then get mad at them about it.
Cross-DC PF could potentially solve the issue but we don't know if implementing that is even possible. Until such time as that is proven otherwise, it seems like the only solutions at the moment are:
1. Community collectively stops going to Aether and creating its own problem. (unlikely)
2. Devs block travelers from using PF/DF on other Data Centers.
3. Devs disable DC Travel entirely.
No matter what they do they're going to enrage some percentage of the player base.
My money is on the devs choosing "2" for party finder and non-prebuilds in dungeon finder.

I’m aware that technical problems have technical solutions. And nothing about this Cross DC PF screams impossible. But hey, maybe they cracked everything DC travel wise except this. Why, only magic could solve this one.
OP is trying to exacerbate the issue by having more players travel to Aether to PF. This would then send a clear message to the development team to indicate to current ongoing issue, in the form of data.

This was already the case before data center travel was even a thing. Most notably was the exodus of raiders on Balmung, when SE decided to move it away from Gilgamesh/Aether and into the newly made Crystal datacenter. Data Center travel simply made this more accessible/free.
Cross-DC PF wouldn't just potentially solve the issue, it would 100% solve the issue.
If they're able to make travel between physical datacenters work (for example, NA to EU), as stated by Yoshi-P, it's not too big of a stretch for Cross-DC PF to be a thing eventually.
Easy for you to say, since you're already on Aether. #2 would simply push more people to either transfer or start on Aether.
