Everyone move to Aether for PF please

I think they can solve this issue simply by blocking travelers from putting up a PF or making a party. I assume people would get impatient waiting for Aether natives to put up a PF that they can join, so they'd go back to their own DC and throw up their own PF. Cross-DC statics will survive since at least one person will be able to make the PF.

This is a great idea.
