They should have just made separate roulettes, this change doesn't do anything. CT is still boring, CT will still appear the majority of the time, and now leveling alts or new characters has an additional and potentially obstructive limitation when queuing.
Less people solely eligible for CT means less overall runs of CT versus other raids, which means less people-who-want-variety getting dragged down to fill the last few seats for yet another CT run.
Also, that "potentially obstructive limitation" is nothing more than gearing up your character when you hit a levelling milestone, which is what you should be doing anyway.
I personally am so happy about this, though I think I won't bother unlocking the Neir Raids on this char; they give me such a headache from all the white and flashes and stuff.

An interesting, but welcome change. Considering the sheer amount of biases CT has going for it however, I suspect the majority of instance you'll see will still be CT, the numbers just work way too hard in its favor that ilvl cheesers were only a small part of the problem. I'm honestly more surprised they actually changed the coding on the roulette to allow dynamic ilvl requirements, when its evident the roulettes were coded to use hard-ilvl requirements before.
It's a welcome change nonetheless though. Sorta wish they went with giving the different alliance raids much higher exp to incentivize them better, since now we'll have a roulette that can give the same exp for a 15min faceroll experience or 40+min wipe/health sponge slog experience.
Considering how easy people were willing to jump ship back in the Praetorium vs Castrum dynamic, I have a feeling the meta for those players who want an easy run will be to just insta leave if its anything not faceroll or faceroll adjacent, go do something for 30mins then try and fish for a CT instance due to how the roulette is still super biased to CT.

None of the raids take an hour barring the extremely rare disastrous run because you happen to have several new players. Even Tower, the longest raid, is under 40 minutes. It's fine to say they're too long but let's not exaggerate here.

thats nice, Maybe ill start doing some alliance again. Will still be a lot of CT tho for obvious reasons
Yeah, I just got Tower at Paradigm's Breach in roulette, so I made a mental note to time it. From first loading in to downing the final boss, it took almost exactly 40 minutes. We didn't have any full wipes, though we did have A LOT of character deaths on pretty much every boss which undoubtedly slowed things down. It would take quite a few major disasters to stretch a run out to an hour or more. Maybe when the raid first came out and everyone was new..??
