Isn't that much like FF14 putting mounts in the cash shop and a title in the game?

Not sure. That isn't to say that that's not the case - I don't honestly know.

I mean, if the profit generated by the cash shop is used for nothing more than making more items to put in the cash shop, then yeah - it's the same.
However - I, personally, don't get that impression. The cash shop tends to use existing items that were previous obtained via in-game, whereas these gacha-type games tend to create items that are unique to the cash-shop, particularly in the case of lootbox prizes.
