A burn out would imply i'm tired of the things i'm doing but there's nothing to do in the first place. I WANT to do stuff but there's nothing of substance.

This is kinda how .x5 patches are to my memory, more of the relaxing fluffy stuff. The only real reason I can see this being more pronounced than usual is because of how gutted the relic questline has been.
If nothing appeals to you then ultimately it's probably in your best interest to focus on other things/games/life responsibilities until 6.5 when we get the new alliance raid, trial, msq, etc. This patch just isn't for your taste and there's nothing wrong with that.

There is a lot of content to do even if it's not content you are interested in. SE can't meet every players' personal desires when it comes to content type and quantity. "Content of substance" is something that is subjective, which can make it even harder for them to try to meet a specific player's interests.
As others have said, if you've done everything you're interested in then it's a good time to play other games whether it's WoW, some other MMORPG or a game in an entirely different genre. You can always resub to play this game when there's enough new content you're interested in to make it worth the fee.
