Make Holy Succor instant cast.

Long casting times and cast interruption do not go hand-in-hand when tanking multiple mobs is common and dodging attacks is a necessity. If I could Flash a group of mobs and reliably heal myself or others, then PLD would actually be capable of sustaining hate on multiple targets to some extent. If it didn't take 3-4 seconds including cast time and animation lock to heal myself, then maybe I could actually heal faster than the WHM while being free to dodge attacks afterwards.

Have Divine Veil enable PLDs to block a percentage of magical damage dealt.

Enabling Divine Veil to aid in magic damage reduction would put PLD on better footing as the "mitigation tank." The regen effect of Divine Veil is interesting in that it doesn't affect the PLD itself. Why doesn't the person who needs it most get it? They should make it affect the PLD as well or scrap it altogether in favor of magical damage reduction instead.

Allow parry even with a shield equipped.

As it stands, having a shield is just a substitute for parrying. Being able to do both would give PLD another edge in damage reduction. It doesn't make sense that equipping a shield prevents you from being able to parry. Also, having a Foresight that actually works would be a big boost. This would make up for not being able to equip Featherfoot.

Would PLD be desirable over WAR even with the above changes? Probably not. But until they make changes to the extent of the effect dlvl has on everything, I think these changes would make PLD significantly more stable as a tank without requiring a massive overhaul of the system.
