yes that is a character creation base hair. The version on miqo and auri has more hair added on the sides as opposed to the buzzcut to avoid the horrors of humanoid faces not having ears on the sides of their heads. Aura also dont have a Bald option presumably for this reason.
If/When they get it viera will probably adopt the miqo/auri style while hrothgar could go either way.

Reminder for people to vote based on hairstyle, not artstyle. If enough people vote for actually long and/or actually short hairstyles, the devs won't have a choice and we won't be stuck with "unisex" Karen bobs for another 5 years.
