Why not.
BIG AXE GO BOOM
To be honest, I'd say merge them both and save the button space. I loathe Single Target and AoE equivalent skills because they're literally nothing but bloat. Sadly, Abyssal Drain didn't use to be that but c'est la vie. That won't work because abyssal drain and carve and spit share a cooldown.
I think the play might be to put a cure potency on carve and spit, or put a HoT on oblation.
Alternatively, we can give Drk some damage but then War wouldn't be the best at absolutely everything anymore.
All that aside, I already outlines several points where Warrior isn't the best yet you've chosen to ignore that. Granted, I do think Dark Knight should be higher but not to the ridiculous degree we've seen for nearly two expansions now. We will have to see how Savage pans out because right now people aren't really playing into buff windows or even necessarily geared. And Dark Knight thrived in a buff environment. Which is why it completely dominated now—something you've conveniently glossed over I might add. Dark Knight nearly had more clears than all three tanks combined in the hardest content in the game. I think we can chill a little on the whinging Warrior might be ahead of it in an EX.
How were they whiney though? And why shouldn't they be outspoken? Warrior was completely worthless for the first two weeks of Abyssos, has been significantly lower than both Gunbreaker and Dark Knight throughout two expansion and doesn't actually bring nearly as much to the table as people like to think. As I mentioned in a previous post, Dark Knight has been superior in just about everything except sustain. It has the better defensive skit, an invuln to match or even surpass Holmgang and both are fairly easy enough to play at a competent level. The only edge Warrior had previously is self sustain.
I get it's fun to crap on streamers (aka Xeno) but his complaints haven't been wrong. It took them five patches of constantly buffing Warrior for it to even pull ahead just slightly above Dark Knight. Not exactly a bias when it takes that long for the supposed "favourite" tank. What's funny is while we're arguing over Warrior vs. Dark Knight, Paladin is the actual loser here. It's decidedly last and doesn't have a single edge over any of the other tanks except to more freely disengage.

All WAR buffers must f***ing ha--
Ahem. I mean, because. Peepee poopoo me press big dmg button me want big dmg! Same as it was in HW, SB, and so on. Being a mongoloid and crying to have your big dmg just works for them every time, even if they're better at everything else or other things.
The tank dev is a WAR main.
Because realistically 80% of the player base will never actually understand how, or even utilize the full kit of a tank for it to even matter. When it already has so much else going?
Shortest invuln cooldown, Double cc resist, best (Ogcd) self healing, good mit, simplest, most consistent damage rotation and the most forgiving melding. Since they decided to bring it's damage up to beyond all the others, how about we start taking some things away to actually make it balanced?
War doesn't need to be the best at everything.
I don't want to feel forced to play this boring ass job.
Nobody except for the top 10% of players that actively clear savage fights for ranks, will even care about this change.
Nobody except a hyper casual moron is going to tell you to swap tanks to do 0.05% more DPS as a casual savage raider, and if they do, blacklist them and move on.
