If a job is "neutered" without it's LB then you don't really know how to play it. The fact that post initial charge BLM always has LB running makes it a perfect poster child for the imbalance. BLM is really strong when you sequence correctly and don't go solo diving the enemy teams but when you have your LB up it basically negates the majority of the danger as you can free cast while chasing or retreating. Most people use their LB incorrectly anyway so it's kind of disingenuous to say it's central to play.

Tell that to sam players.

only thing that keep them from being totally useless is their lb.
