You don't even see chinese Datacenter on official website nor in game. They have their own launcher. So I don't consider China a region in same way as NA/EU/JP.

I think SE may even need approval frorm Shengqu for it to be added to the game.
KR is also a seperate launcher for the most part. You need KR SSN to play most online games to begin with. Because of this a lot of KR ver of mmos are "free"
