The login queues aren't because there's a billion people logging in every second. It's because of the constant server transfers required to even do content.We are currently in content lul, it happens. With Yoshi p actively working on FFXVI, 6.4 on the horizon, & the game having gone through one of the biggest blowups in history, a drop off is only natural. We still have log in ques & there is so much set to come our way with fan fest, the expansion, & patch on the way.

It's because the login server works in batches. No, there is no 20+ player login queue at 4AM, it's just waiting a while for potentially more people to try and log in.
Except I rarely see the queues at 4am. Queues usually start around 7 or 8 am Pacific and then last until about midnight. Between midnight and 8am, I'm rarely placed in a queue.
While it does work in batches, it works in batches during period of high log in activity and not constantly. Things like players traveling to different world for hunts or special events can mess with the queues even in off peak hours, though.
And I suspect you underestimate just how many players are online in the early morning hours, at least for NA. We have a lot of OCE, SEA and even some JP players in addition to NA players who don't have standard work schedules online. Not nearly as many as peak hours will see but still enough to get content done (Dynamis being an exception for any but leveling content).
Just need to get people out of the habit of automatically turning to data center travel for content. Queues continue to improve as more of the new characters created when the data center opened are completing Shadowbringers and moving into Endwalker.
They're not lightning fast queues but they're slowly catching up to other NA queue times based on time of day/content type.

On Cactuar, Adamantoise, and Tonberry, since Shadowbringer, I have always been placed in a queue, regardless of time of day/night. I'm swing shift / emergency, so my logins tends toward the deadest hours they can be (most often 11 PM to 6 AM Pacific Time), but there's probably not a single span of 15 minutes around the whole damn clock I haven't logged in during at some point. Not once has there been no queue.
Are they significant wait times? No. But unless you by "queue" you mean "a wait time specifically of more than a dozen seconds or so" rather than the message popping up that tells you you're in literal queue, it seems very strange that the similarly Standard population Coeurl (higher population than the similarly located Cactuar and Adamantoise, by most censuses) would frequently lack queues, whatever of the time of night...
Maybe your server has a uniquely low bot population, and the server transfers as they hop between zones/instances share a metaphorical bandwidth with character logins? Otherwise, that difference would be very odd.
