If you mean the 'what if healing spells had shorter GCDs' thread I made earlier, it's interesting you picked up that notion, because Rejuv was the exact thought in my head as I was writing it. The amount of mobility a Druid has because of Rejuv, Swiftmend, Lifebloom, Nature's Swiftness is really fun to work with. Plus, having less AOE healing means that ST healing each person in sequence is more encouraged, and that means more instantcast GCDs, thereby increasing mobility even further. If you don't and you mean 'just the big idea pitch', yeh, an unintended (but welcome) side effect of the changes would be that you'd have a lot more instantcast GCDs to work with for mobility. Dia every 5th, Banish every 6th, plus still having Solace/Rapture (or Bastion/Sanc if you don't need healing, put a shield up instead) to use if needed. Though some WHMs enjoy being 'the turret' and having to work around being locked in place like a BLM. Thing is though, BLMs have tools for that, like BTL and Triplecast, and their thunder/fire3 procs
As for Damage stuff, we can say Wrath = Glare, Starfire = Banish, Moonfire = Dia. We're still one DOT lower than Druid but that's okay, I don't exactly associate WHMs of old with 'damage over time' anyway, moreso burst. Hence lowering the duration of Dia and redoing it's damage to be 'stronger if you look at 30s compared to now'. How much did I have it at, 430 total? So it's more efficient to multi-DOT up to 3, and at 3, Holy's 150x3 becomes better, and also more in gauge generation (2 per mob, whereas Dia is 5 over it's dull duration). I didn't even intend this particular series of maths calculations to work out this way, but I'll take it
