Do you know how long it takes to develop content? It's planned usually 1-2 years in advance. It's simply not in touch with reality to think content development is based patch-by-patch on sub counts.

Also, EW has the highest player population ever, and even the between-patch "troughs" are significantly higher than they were in any previous expansion. Not to mention completely new ideas like Variant Dungeons are still regularly being introduced. This game is the polar opposite of "just alive" right now.
