Honestly?

I mean - I cannot see how you can enforce the "in use" aspect of it. For we already have a in-use demo timer of 45 days.
As for deco....so what qualifies as "decorated" can someone just drop couches and chairs and some random garbage? Or will shitty decor suddenly be grounds for removal of your home?

I see too many faults with the idea.

They need
1. To speed up the lotto process; a week to determine if you won is overkill as far as leniency.
2. Allow you to bid on more then 1 plot; this will allow people to go for a second place plot essentially allowing them to bid on a few potential plots.
3. Settle the question of the # of FC's a account can own on a world; then set in motion a means to correct that issue (No grandfathering) compensate those effected; if you MUST grandfather anything; I don't know - maybe allow them to keep all their subs in 1 FC at the end.
4. Enforce some kind of FC requirement; no more 1 person FCs.
5. Allow people to put in a "bid" on a plot; they pay money and if the plot EVER comes up on their world - the game automatically bids for them and they receive a ingame mail. If your not paying attention thats no SE's fault.
6. Stop making people do the walk of shame to determine they failed to win.
