And the sadest part would be I don't know if I should feel sad about the system or the players?Because the OP's idea refers to a set number of reports initiating an automatic activation of a system, which is something that can be easily abused and has immediate results. Take for example New World's hilarious drama about entire guilds mass reporting enemy players during PVP to instantly get them temp banned and thus, removed from the fight. The tactic was so overpowered that PVP devolved into report wars for a bit.
Like ... if this is how human like to game, I think playing with braindead AI would be more fun.
i think the best would be to develop a AI that recognize such words and behavioral activities, such as standing in one position, constant use of the same phrases , etc .
then after triggering the AI send them to the prison instance and have a GM authenticate that said character is in fact a RMT bot , at least IMO

SE needs to bring back the GBHs from FFXI (Goblin Bounty-Hunters).
Even though the bots/RMT quickly figured out the shortcomings in the GBHs' script and so found loopholes around their agro range to exploit. Was still fun to watch them slaughter fishing bots either way.
We need that back here in FFXIV.
I'm sure that would not be abused to unlawfully target people you don't like.

It could just make it so other players can't actually see your dialogue until you pass a certain early portion of the story as opposed to actually preventing you from using /say.
...Though considering they already have complete MSQ bots that will do everything from 2.0 though 6.0 without any player input, it probably wouldn't deter them even if it takes them a while to get a RMT spambot going.

se already enables mass report witch hunting. last thing this game needs is some stupid sanctioned pk mechanic on top of that.
