First of all- this bill affects US citizens, it hold no jurisdiction elsewhere in NA. other countries in NA do however no longer allow TikTok specifically to be installed on government employee mobile devices or computers, neither do various private/public companies, and there is under legislation under consideration.

The FFXIV servers are hosted in the US, so likely all personal data is hosted there, and as someone else pointed out Japan isn't on the watch list- and I really, really doubt there's a chance it ever would be.
