Because it is a reward for participating and completing the Manderville questline up to the current patch. This really shouldn't have to be spelled out, and it doesn't need to be when you stop listening to the echoes of the relic weapon simply requiring tomes. If you haven't done the questline, then 1500 tomes isn't buying you jack.
