Unless you decide to focus on one at a time, which is what I personally did when I was leveling them. Either way it takes a long time to complete each of them.
If you do them one at a time, the time it takes you to complete all four tribes will be longer than if you worked on all four tribes at the same time. This is because if you focus on a single tribe, 6 of the 9 allowances you spend on that tribe each day are worth less than the maximum points. If you do four tribes at once, all 12 of the allowances you spend will be worth the maximum points. Therefore, working on all four at once results in a faster total completion.

So the most efficient path is to do Amaljaa, Sylphs, Kobolds and Sahagin at the same time instead of focus only one?

Yes. Unlike the tribes from HW onward, the quests available at different ranks are worth different amounts: 10, 14, 20. If you do all four tribes concurrently, all twelve allowances will always be worth the maximum points: 12x10 at rank 1, 12x14 at rank 2, 12x20 at rank 3. But if you focus on one, you will only get 3x10 + 3x14 + 3x20 or 132 points for 9 allowances at rank 3, which requires 36% more work to get the same amount of points you would be getting by working on multiple rank 3 tribes at once.
