They used to be able to place outdoor items a lot further away but SE nerfed it. The point is to get SE to address the problem. If reported, they can't simply brush it off as "working as intended" because that would be an endorsement of third party programs contradicting their stated position.

There would need to be a constructive response to the bug report. With luck, it would go through internal channels back to the GMs with instructions to stop ignoring housing related reports and address them appropriately. In this case, it's a clear issue of nuisance behavior at the very least.

If it continues to get ignored, we'll start seeing more and more of this sort of thing getting done because SE will have demonstrated there are no consequences for doing it regardless of the ToS. While most players are mature enough to avoid temptation, even if using the third party program, not all are.
