Why not both? These aren't things that need to be mutually exclusive, they are handled by two different design branches within game development.
In fact, "fun" isn't enough of a factor when there are things in the game that are fun AND reward you properly. Or other games that reward you both with fun and progression / items for your character that someone might play.

You literally cannot compare Ultimates, POTD or anything PVE related to PVP Ranked. You are challenging a computer when doing these, not other players.
PVP is fundamentally a competition, you are competing against other players. This means to ascertain "winners" someone has to lose to clarify who is the better player, which obviously varies based on many circumstances.
Top X is the literal definition of that concept. Tier rewards (metal ranks, diamond, crystal) are essentially what makes you stand out from other players outside of numbered ranks, which theoretically has space for everyone as long as they keep playing. It is the metal + gem ranks that definitely need improvement much more so than Top 100, by rewarding you with a currency tied to Ranked, but with a list of rewards or consumable that are actually dyeable and... more varied than the Hellhound Weapons back when Wolf Chokers were the defacto Ranked currency.
But quite frankly, I don't think it is a good idea to shit on people who have earned their top 100 in previous seasons by releasing the items without any changes for open grabs. Asshats like Ahri are imo not enough justification to topple the entire system like an angry mob.
There is no competition though. You can do a google search and find out that you can buy a spot in the top 100, top 30, or rank 1. That's why the better players simply leave PvP because it's not difficult to recognize the match fixing going on. What about the top 10 players in the very early season who have seen the minions re-released? Or the Ranking Lone Wolf Accessories? I'm a Diamond Wolf, so I really enjoy being able to wear my Diamond Lone Wolf Collar, but why should I care if someone else wants to wear it? Fundamentally speaking, PvP can be broadly used to describe any game, or aspect of a game, where players compete against each other. It is a competition by definition, regardless how one feels about bad actors in the community.
However I agree, more systems need to be place to make it more fair. What needs to be in place is also more incentive for all ranks to get a bigger pool of players. Multiple things need to happen in tandem here, else people will just say "oh look it didn't work despite X, therefore X didn't work". A worker needs more than one tool to get the job done.
[2] I personally am in a different camp here - I think rereleasing of the Accessories was not something I'd wish it happened. It did however, much to my dismay. Mind you I did not participate in those seasons, but I think it is a slippery slope to other seasonal trophies receiving the same fate. I am technically not wholly opposed to the rerelease - but I want a significant difference, like a separate item quality (orange, yellow) to set them apart from replicas, or something like a star ✰ in it, perhaps with the ranking number in it.
Once again, I do not think it is enough of a reason to cite a list of bad actors within top rankings out of a significantly greater amount of fair actors as something to say "rerelease stuff for others to pick for grabs, for cheaters have sullied the name anyways".
And last but not least - no, the few asshats cheating, wintrading or buying rank 1 are absolutely NOT a reflection of the community as a whole, that is purely parroting narrative. I will not have my name or the concept of PvP sullied because a small group decided to do the leaderboard dirty.
