This. I've had this in my book for years and poke at it every now and then and despite the gear we have available now the catch rate always gets me when I decide to try out a window. That's something they really need to adjust.
It's just a side-quest. It's not stupid, it's the rng experience, the few one available in the game, you'll get it eventually and feel good about it. It's not supposed to be an easy catch regardless.
No, no really, unless you just don't want to take the context of his response. It's a response to the OP's claim that this quest block "progression", which it doesn't. Not finishing this quest doesn't stop the OP to do anything else down the line.
It doesn't need adjustment because it's a legendary fish for a reason. You can't just ask SE to adjust the catch rate just because it's hard to catch. Other legendary fishes like Cinder Surprise and Ealad Skaan is hard for a reason...
A level 50 legendary fish. If we take the time to level and gear up, then we should see some return on that investment for a fish that many levels lower.
Try catching them at level 50, in level 50 gear, with level 50 skills, and come back and tell us that it's just the same as catching them at level cap.
Based on this logic EX trial mounts or Triple Triad Cards should never get their drop rate increased either.
Yes, people can absolutely ask for RNG to be made a bit more forgiving.
Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.

No, legendary fishes has been an ultimate content since ARR, but in casual way. The only nerf they put are just big fishes via Fish Eyes till Stormblood (for this current patch).

Big Fishing is strictly a "for glory" achievement like ultimate titles
I too at one point wished SE would swoop in and nerf my problem fish, but eventually I just relaxed and made a hobby out of it. 2 years later I got my Big Fish title and it's honestly been one of the most fun and rewarding achievements I've ever done. I met tons of people and made new friends just sitting around the fishing hole.
So no, I don't think they need nerfed, because fishing isn't about rewards or the catch, it's the journey you took to get there. It ain't for everybody, but neither are raids, and I think it's fine for fishing to continue to exist as it currently is
