It's too much work on the development side to be worthwhile. It also goes against their design philosophy. People can make the choice to stop being toxic and just accept the fate RNGesus hands them on mentor roulette. You don't have to rename it from a bounty hunter system because it's clear that you only care about the loot and not actually helping others. If you really want to help others, there are other avenues like PF and discord.
