As Jojoya has replied to me once before i believe, Yoshi P has left the FC functions and management in coding set up the way it is, because he doesn't want to define what FC's can or cannot do. regardless of what we the play base assume or observe as the truth of the matter. That being said, what, to their definition, determines a "shell FC" and Joy is right on that point. sooooo i'll reiterate what they have said.

If the character leaves the free company that maintains this plot, characters on the account will be able to purchase a new plot.

Except they are. It's not "following the rules", it's exploiting a loophole put in place to prevent a user from being completely locked out of FC plots.

Remember, under Requirements it says plainly:

You do not have a character on the same World on the same service account that purchased and maintains a free company plot

It is an exploit because you put yourself in a situation that violates the above. It's malicious compliance.

It doesn't say you can't maintain multiple fc plots. It says you can't have multiple characters that buy and maintain an fc plot. Reading comprehension.

You should request SE to change the rules, like I already did.
