Keeping FoF *and* Req is a very bizarre decision and is a large part of why PLD feels like they couldn't decide if they wanted to copy GNB or WAR and so tried to copy both. Req is a neutered Inner Release, while FoF is almost literally No Mercy, and the filler rotation is some kind of shitty thing that's neither.

I definitely would have preferred they just scrapped FoF. It's easier to fit into the existing framework (no way they're going to scrap Req, not when the Confiteor combo is damn near the only cool looking thing PLD gets to do) and they could just copy WAR's homework and call it good - Goring Blade produces and maintains a simple buff, replace Oath Gauge with "Divine Might Gauge," etc.

Would they get yelled at for literally copying one class onto another? Yeah, of course they would - this rework from the outset was a lose-lose for Square-Enix - but I think the yelling would be more people being grumpy than people being *angry.* Mock "it's all WAR" as much as you'd like, at least then we'd be getting a proper rotation.

But, hell. The only thing about this that genuinely pisses me off is that these changes really fuck over PLD below 90. Have these morons even played their game? Do they understand just how much gameplay time is spent at levels other than 90?
