If you use Thrill + Bloodwhetting then use Shake it off, there's a glitch that can trigger that causes Shake it off to heal for several million HP. You also have to be playing solo or everyone in your party must be dead so you're the only one hit by Shake.
It's an inconsistent glitch with basically zero application due to it only affecting the direct heal & not the regen, but also by virtue of it being inconsistent to pull off since it can heal for the base amount, potentially zero, or several hundred thousand to several million. Then on top of that it only works when you're the only one hit, making it have zero application to group content. That being said, I wouldn't advise playing with it since Ungarmax already showed Square can start slapping timeouts & bans to people who even try it out after the fact, which is likely what the Balance is trying to protect people from.
So play around at your own risk.

Ungarmax on the other hand is different. The bans only pertained to people using it in content that you couldn't normally us it in, like Savage raids. This was achieved by the players making a macro to use Ungarmax and using it outside content that it as designed for. This was obviously an exploit and, if memory serves, they did put out a notice that if players carried on using it before they had a chance to fix it, they would be banned. It is worth noting however, they did not ban anyone who only used it in the squadron dungeons as it was intended to be used, only the ones who abused it in raids.
I discovered the bug just tonight accidentally by screwing around and pressing buttons waiting for queues to pop. It really flabbergasted me beyond words and I initially thought it was a visual bug lmao.
It depends, people have been banned for glitches less innocuous than this before. They also have precedent to check intent - they didn't ban/suspend anyone who used Ungarmax on something like a target dummy, but did ban/suspend people who were utilizing it in instances. They likely wouldn't ban anyone who accidentally procc'd the Shake it off bug, but if someone was utilizing it in some form of open world content like hunts repeatedly, they may see intent as precedent to initiate punishment.
It's just a simple warning not to go intentionally trying to use it due to unknown factors on how they'd perceive it, nothing more.
