When removed, add the removed potency to the "burst" skills.
It frees up one high used spot on my hotbar and changes the basic rotation to just dropping one/none atonements instead of two/one. ( Yes, PLD still need to not use available skills for a perfect rotation.)

Other option would be to combine FoF with Goring.
So the FoF effects starts after Goring Blade is used.
They anyway have the same CD, are used in the same timeframe and have just one purpose.
"Burst" auctions might need a small Potency increase but beside that the rotation will basically stay the same.
And we of course have one more space to put a important button.

Beside that the new PLD is not as bad as expected, just this awkward Goring Blade is annoying to me.
I think the new idea of goring blade is to weave it right after requiescat. Fight or Flight is "best fit" right after Royal Authority so that after your blade combo you can get 3 atonements under FoF. At least that's the way I see it. It took me awhile to understand that we no longer do 4 Holy Spirits into Blade Combo...you go directly into Confiteor + Blade Combo. The tool tips can be a little misleading. This rings true for the 2 min window in raids.

Goring is crazy strong under raid buffs. Now I think it's spot is fine...but I kind of agree with you that it needs to be morphed. Remove Goring Blade...but put shield bash in it's place...same potency...just lean into paladins identity a little. Use that damn shield.

Paladin still has a long way to go as far as other skills go. Cover is still useless and just has no place on my hot bar. The divine veil changes is definitely welcome. Paladin no longer is held back by DoT uptime...you just need to be mashing that requiescat + FoF as soon as it's ready. The damage from Blade Combo is stupid strong now
