Personally I think Goring sucks cos it's just Sonic Break now, but there's other ways to fix the 'drop 2 atonements' issue than 'remove Goring entirely'. Like I suggested making Goring the Divine Might proc-er, making that combo an MP spender, and Royal>Atone an MP generator, creating a choice between 'regen MP' and 'spend MP'. Also, Req would be a GCD that later upgrades to Conf, and Conf>3 Blades would be another 4 step combo. Essentially, building a 60s rotation out of 3 different 10s sized 'blocks'. If you know a downtime is coming up where you can regen MP naturally, you could dump more Goring>HS combos ahead of time, instead of doing the standard RA>Atone you'd normally need to, a bit of optimization opportunity.
    Holy Spirit (pre-pull)
    Intervene
    Fast Blade
    Potion (Optional)
Riot Blade (raid buffs usually go out here depending)
    Potion (optional)
Royal Authority + Fight or Flight
    Requiescat + Goring Blade

This is crucial...you must use FoF, Req, and Goring immediately after Royal to not lose FoF time and line up your 60 second burst is in order every min. With the way Goring works now with recast time...it will ALWAYS be up before FoF and Req are. I think my recast timer is around 59.70. You want them to be as close in cooldown as possible to stick with raid buffs 2min.
    Circle of Scorn + Confiteor
    Espacion + Holy Spirit
    Blade
    Blade + Intervene
    Blade
    Atonement
    Atonement
    Atonement

Still working on it...I don't like how Holy Spirit slows me down...and I don't know where to put it, but it's much stronger with Devine might over 1 FoF buffed atonement...so I can sacrifice 1 FoF buffed atonement. I just don't have the SKS to get that last atonement out before FoF drops.

For the initial pull yes, you can only get 1 HS in, however, for all subsequent windows, you will want to. You also do not need to Req before Goring Blade as it doesn't buff it.

At base GCD you can get Goring Blade, Confiteor combo and 3 extra actions, so you want as many Divine Holy Spirits as possible. For the initial pull, you cannot get more than 1, so the other 2 will be either Royal Authority or Atonement. This does mean you can buff up with FoF just before Royal Authority in the opener for it to look something like this:

Fast > Riot > (FoF) Goring > (Req) Conf > Blade > Blade > Blade > RA > DHS > Atone [FoF ends]

You get more under the raid buffs (if they come, as you say, around Riot blade in the opener) and you won't lose damage.

On subsequent goes, since you can stock up on DHS, you can start your combo at 5 seconds so that FoF comes off of cooldown, and it will look like this:

Riot > (FoF) Goring > (Req) Conf > Blade > Blade > Blade > DHS > RA > DHS [FoF ends]

Once you have the above lined up, you will always drop 2 atonements per 60 seconds (assuming full uptime) to get the same loop.

This, of course, ignores any potential for weird setups like 5 unbuffed Holy Spirits or the like.
