Are you sure? I clearly remember wanting to create an alt on a congested server and had to wait late at night to be able to make it.




Congested server is locked to any new users. Balmung for example. They normally update the list periodically. You can make new characters on Standard , New and Preferred.

I would expect more and more servers to go congested the closer we get to xpac encouraging new users to make them on the new data centers.

If a server is Congested you can't create any characters on it, nor transfer any characters to it. No exceptions.
Character creation can be temporarily disabled on non-Congested servers too, and then it often works to wait until late at night or otherwise slow periods.
The status of servers (New, Preferred, Standard, Congested) is reviewed on a regular basis, and changed when the population has changed enough to warrant a change in status.
Changes in server status always happen in conjunction with a maintenance (but not all maintenances result in a change) and are accompanied by a note in the launcher and on Lodestone that they have changed.
To answer the OP - it is likely that server statuses will change when 6.3 is released, but there is no guarantee it will.

if you have an existing character on a congested world you can still create a new one there late at night, done it on Tonberry several times


Nope. No character creation on a Congested world. No exceptions. Not even late at night, or if you already have a character there.




Correct! Can't make an alt on a congested server even if you have one there. It would be nice given you can only log in with one at a time but nope they don't allow it.
Server statuses change multiple times per day. It only takes bringing up the status page on the lodestone and hitting reload every two hours or so to see changes.



I said it in a similar thread, but: small-c congested is normal, everyday Prime Time congestion. Making a character before or after Prime Time is always possible, and if you're super impatient, you can server transfer to the server in question, it is not locked.
Big-C Congested as Balmung and all of Crystal are is not one that will go away after Prime Time, they are locked completely from new characters being created and you cannot transfer to them. You're on Balmung, you'll see the same "Balmung is categorized as a Congested World. Please see this Lodestone article for incentives for transferring to a new world" when you log in that I do because it's Big-C Congested and they want people off. The current list of Congested worlds was made after the patch and can be viewed here. Once enough people have migrated from Crystal and most of Aether on to Dynamis, they'll lift the lock in a few months, most likely.
