Consider it a test of data center travel. Travelling to Crystal won't be affected by the status, only by actual online players.

Yeah and the problem with “testing Data Center travel” is like I have a friend im trying to get into the game but they cant create on Zalera….so they will be unable to join the FC im in or anything until a)server status changes AND b) they pay SE $$ to server hop, because they couldnt make a character on a server to join with their friend. The sad fact is given the continuing housing stuff Im sure thats why a lot of people arent moving. They lose their house on their current server and will have to pray to RNG when they move to Dynamis to maybe get lucky and get a new one….and so naturally why would they risk that? The gil reward for transferring doesnt even cover the gil it costs for a small house let alone anything bigger.

Okay quick note, realized that you can apply for a gil refund if you have a house and want to move to Dynamis….but still doesnt sopve the issue of having to once more pray to RNG gods to win the housing lottery
Server statuses change multiple times per day. It only takes bringing up the status page on the lodestone and hitting reload every two hours or so to see changes.
Against who? There's probably more houses than players on Dynamis.
Fact is Crystal is full. People need to move to Dynamis. Now I get that everyone has their entirely valid reasons for staying. But somebody has to move.
The flight is overbooked, we have another 5 empty planes sitting on the runway now and 3 more on the way after that, so there's plenty of room for everyone, but someone is gonna have to pack up their things and move, 'cause you can't all fit in this one.

I said it in a similar thread, but: small-c congested is normal, everyday Prime Time congestion. Making a character before or after Prime Time is always possible, and if you're super impatient, you can server transfer to the server in question, it is not locked.
Big-C Congested as Balmung and all of Crystal are is not one that will go away after Prime Time, they are locked completely from new characters being created and you cannot transfer to them. You're on Balmung, you'll see the same "Balmung is categorized as a Congested World. Please see this Lodestone article for incentives for transferring to a new world" when you log in that I do because it's Big-C Congested and they want people off. The current list of Congested worlds was made after the patch and can be viewed here. Once enough people have migrated from Crystal and most of Aether on to Dynamis, they'll lift the lock in a few months, most likely.
Dynamis (with the exception of Seraph) is at the point that most available plots go without any entries each lottery period. Those who transferred to get a house already have one; what little competition there is usually is for relocation.
If you're looking to get a specific plot, that might be a problem but getting a house in general is not. You're not going to lose to RNG when you have the only entry for the house.
I'm not suggesting that you blindly transfer but take advantage of data center travel to visit and see what things are like on Dynamis for yourself.
Server status does not change each day. Only character creation status can and only on worlds that have the New, Preferred, or Standard statuses.
All Crystal worlds have the Congested status. There is no character creation on or transfers to Crystal worlds until they are changed from Congested to Stanfard.
I'm still wondering if it's a coincidence that they were all changed to Congested just before Dynamis had reached 90 days open or if SE timed it that way intentionally.

Dynamis will get those new wards eventually

They're likely to open up Crystal again in 6.4
They're really desperate to fill up Dynamis, since it's looking to be a bit of a failure.
