Ah I see. Still confusing though since the situation is practically the same :vMistakeNot is correct. If a server is labeled as "Congested" on this page, it means that no new creation or transfers are possible whatsoever, and you get bonuses for transferring off of that world. For NA, these are currently Balmung, Mateus, and Faerie.
There is another server state that appears to be similar when you create characters in-game, thus the confusion. This is the temporary "Creation of New Characters Unavailable" that will dynamically be applied to various servers depending on their real-time situation. For NA, this is currently Behemoth (but there is no guarantee that this will be the same when you read this because it changes throughout the day).
So,
- "Congested" worlds are explicitly chosen by the devs and are always "Creation of New Characters Unavailable" until the next update when they choose to lift the status.
- Other worlds can temporarily and dynamically become "Creation of New Characters Unavailable" until logins drop off, thus you can create characters during lull period like late at night. Even "Standard" or "Preferred" worlds will temporarily get this status. ("Congested" worlds *always* have this status.)
Those in this thread thinking that they were able to create characters late at night were dealing with that second situation, not the first.

I wonder if Balmung and Mateus will get uncongested. It's been a while and we could really use some fresh blood here.
Extremely unlikely. Their populations are still too high compared to other worlds.
It also hasn't been that long. They were switched to Congested mid-October. Balmung had been marked Congested for a couple of years straight in the past. That's how Mateus ended up going from one of the lowest population worlds to one that rivals Balmung inr population - no one could get on Balmung so they went to Mateus instead.
For the OP: you have your wish. Typhon has been returned to Standard status. Your friend might still have trouble making a new character during peak hours but it will be possible.
For those who wanted to create new characters on the Crystal data center: Sorry. You're out of luck until the next world status update. All 8 worlds are now Congested.

Gah! Not only did Balmung and Mateus not get un-congested, the other 6 Crystal worlds also gain Congested status as well?
This doesn't bode well at all.
Consider it a test of data center travel. Travelling to Crystal won't be affected by the status, only by actual online players.

Yeah and the problem with “testing Data Center travel” is like I have a friend im trying to get into the game but they cant create on Zalera….so they will be unable to join the FC im in or anything until a)server status changes AND b) they pay SE $$ to server hop, because they couldnt make a character on a server to join with their friend. The sad fact is given the continuing housing stuff Im sure thats why a lot of people arent moving. They lose their house on their current server and will have to pray to RNG when they move to Dynamis to maybe get lucky and get a new one….and so naturally why would they risk that? The gil reward for transferring doesnt even cover the gil it costs for a small house let alone anything bigger.

Okay quick note, realized that you can apply for a gil refund if you have a house and want to move to Dynamis….but still doesnt sopve the issue of having to once more pray to RNG gods to win the housing lottery
Against who? There's probably more houses than players on Dynamis.
Fact is Crystal is full. People need to move to Dynamis. Now I get that everyone has their entirely valid reasons for staying. But somebody has to move.
The flight is overbooked, we have another 5 empty planes sitting on the runway now and 3 more on the way after that, so there's plenty of room for everyone, but someone is gonna have to pack up their things and move, 'cause you can't all fit in this one.
