It was the expansion that failed and not the Garrisons. Garrisons were moderately successful in that they gave players a reason to log in other than raiding. The expansion failed because that's all players were given.

That wouldn't be a problem here. Island Sanctuary (or housing) is just a tiny percentage of the things players can be doing. You could put all those things on Island Sanctuary (technology allowing) and players would still be going other places to do content.
The expansion and garrisons failed, because if garrisons were good, they’d be still worked on. Blizzard doesn’t keep failures around. They abandon and do something else. In all my years, I’ve yet to find players say it’s a great feature, because it was not. It made gathering completely worseless and destroyed the market back then.

A glam dresser or teleport would be nice, since getting to the port then talking to the npc just to get there is unecessary. The rest is asking to reproduce mistakes we’ve already seen.
