Yes they can, when making accusations the burden is on the accuser to provide FULL uncensored evidence. Fulfilling burden of proof is worth breaking the "rules"

Uhh you realize people like this are EXTREMELY rare right? Besides even in a static you aren’t guaranteed anything unless you do 8 clears and even that’s iffy at best. Savage PF is pretty rough, the first tier I tried, Asphodelos, I went until the full pity timer on books for floors 1 + 2 with 0 drops before I decided that was enough and stopped. Honestly, I feared it would turn out that way (which is why E1S and a small practice dip into E5S will probably have been my swan song from Savage, at least as current-tier content, I will probably go back to the old stuff for mounts, glam, and fun eventually) the moment I saw the first tier of Eden and how the loot system had been changed.
In Stormblood, loot was very random (except for the weapon coffers from the final fights) and so things had to be balanced accordingly, to account for the fact that even for statics, the amount of actually usable loot was completely up to luck (I still remember the one time I did a weekly PF of O5S where our SAM had been running it weekly for three months straight and had not seen even a single Slaying accessory drop. Spoiler alert, no it did not drop that time, either). The result was that DPS checks were tight enough that you felt pressure but not so tight as to feel like Savage was limited to the elite.
Along came Shadowbringers and the first thing I noticed were the coffers. Which are one of those things that seem like a strict QoL improvement, but actually often have the very opposite effect (when I think of things like this, I think I'm starting to understand what Ion Hazzikostas really was trying to allude to with his oft-memed "you think you do, but you don't" line, honestly).
On the good side, it meant empty weeks were mainly a thing of the past (i.e., when the group receives drops that are not useful to the main class of any member).
But it also glaringly meant that it was now possible to funnel loot a la WoW, focusing first on DPS members so that the group DPS could be raised for steadily faster kills. And oh, was there motivation for faster kills (because nobody wanted to deal with the sheer obnoxiousness that was Cycles or Black Smokers any longer than necessary - another change from Stormblood, where - probably in response to the "skip soar or disband" attitude - it was normal for all major mechanics to be introduced by halfway or so through the timer, blunting the value of speed kills).
So people funneled loot and got gud, and it was clear the DPS checks had to be looked at through that light.
And we got things like E8S and P8S. And PF is now noticeably feeling the pain, making it increasingly less worth raiding current content without some form of organized gear progression ...
