I ilvl cheese as much as I can for 24man content. The latter ones don't give enough xp as a reward for the time investment. Only ARR provides ample XP for time invested. Personally it would be better to split the ARR/HW/SB 24man into 1 roulette and SHB/EW into another like they have done with dungeon roulettes.

Not that it is a bug/exploit or not, but that it's simply not important or detrimental enough to merit action, like the floating-placement exploit in housing.
It wasn't even worth a few lines when the major ToS update happened recently. The same one where they said "Hey guys no more advertising run sales", or "Don't advertise venues on the party finder".
Could have been just as easy to say "Hey guys, don't cheese the raid roulette". But they didn't.

Best way would be bumping the CT alliance raids up in boss HP and giving some fights a rework, forcing you to do the mechanics instead of just bursting it down.
Glasya Labolas in Sycrus is just a 2-3 minute braindead piñata boss and close to no one knows how his fight originally was. Which is a shame.
