Somewhat related question: If you see the message preventing you from finalizing a winning bid due to an alt already owning a house, could you relinquish the old house on the alt and then go back and finalize the winning bid on the other character within the same claim period?

You should be able to. There was a player a month or two back that had an error when trying to relocate their house. They ended up relinquishing the old plot then purchasing the plot they had won. I doubt it would work much differently if there are 2 characters involved as long as the existing house was relinquished before the new one is purchased.
