Ask a Bard how much nuance goes into maximizing their damage, how easy it is to drift and how much of a nightmare delaying raid buffs are for mechanics like Pinax. Then go ask a Melee the same question. When the Melee is confused why it's even hard to begin with, you'll have your answer.
Even at face value, this whole "balance based on difficulty" stance is inconsistent. Summoner is widely considered the easiest job in the game yet it deals more damage than all the Prange and Red Mage. Paladin is easily considered the more difficult tank to optimize hence its "spreadsheet tank" moniker yet it not only has the lowest DPS but the worst single target mitigation. The list goes on but it all highlights how difficulty is a terrible metric to use, and how the devs aren't even consistent with it.

It is about consistency, not difficulty. They have some connection to each other but are not directly causal.
I think Bard is harder to play at full throttle than Dragoon, but you still regulate both based on their damage consistency, not their difficulty.
Consistency of damage is decided by encounter design.

I once maxed tenacity/determination (on tank) and cleared the tier, e5s-e8s, in one of my bestest times when it comes to tier clearing as casual raider.
