That's a lame excuse. You can automate silencing someone for spamming abusive chat for 24 hours to let's 2 weeks and if the right tools are given to players in the form of mute chat and pings for specific person or whole team they will have even less reports.

This weird extreme punishment where a GM needs to ban someone every time they step out of line is some CCP shit, pretty sure GMs and Square are already judged on their overuse of banning the most minor infractions whilst letting full on cheating or other abuses fly for weeks and months.

Chatting needs to be enabled in this game for PvP but with the right tools. Pressing TAB or whatever button to bring up a list of all players and have a button there for mute and quick report.

Ignore this person, they put people on the ignore list and go "lalala I can't hear you" on full blast for disagreeing with them, making a mockery of what a discussion is supposed to be.
