    The answer depends on if it's single target or multi-target.

    For a single target, I use Wanderers and Mage's, then Army's to fill in the gap.

    For multiple targets, I use Mage's then Army's. Wanderers is just to fill in the gap.

    The reason for all of this is because Wanderer's gives you single target procs, Mage's gives both single target and multi-target procs and Army's increases attack speed, which is more useful for multi-target than Wanderer's is.

    It's considered good to stack damage buffs together because they are multiplicative (increase damage an extra amount when combined), to such an extent that entire parties coordinate using them at the same time. SE has made it so that they come off cooldown at the same time this expansion, so you don't have to worry about coordinating it very often anymore.
